Frank Lorah is a management and training consultant in many areas of management systems and Fiscal Integrity and has provided trainings and technical assistance to grantees and delegate agencies throughout the country. He has approximately 30 years of Head Start/Early Head Start experience and conducts agency self-assessments in management systems and Fiscal Integrity and provides consultation services on agency written policies and procedures to ensure compliance with Federal regulations and where needed, will develop proposed policies and procedures as requested by the agency.
Frank conducts trainings in Program Governance, Fiscal Integrity, Robert’s Rules of Order, and the Ralph M. Brown Open Meeting Law (California) for governing boards, Policy Councils/Committees, and staff. He has published “By the Book”, a training manual for teaching Robert’s Rules of Order to any group using Robert’s Rules as its parliamentary procedures.
