Family Child Care Specialist

The Family Child Care Specialist provides comprehensive Early Head Start services to children and families enrolled in the program. They provide support to the licensed Family Child Care providers in implementing Head Start at their centers.

They provide case management to Early Head Start families and develops partnerships with providers for success in the program. They will work directly with parents and providers to ensure that all local requirements are met. The Family Resource Specialist will also assist families in applying for low income housing and will conduct workshops and outreach to families within the community.



  • Advocate, with an emphasis on social change, on behalf of the rights of Head Start children and families. 
  • Maintain on-going contact with EHS-FCC providers home
  • Maintain on-going contact with EHS-FCC providers to share and gain information regarding child progress in the program.
  • Maintain regular communication with all program staff to facilitate effective program performance
  • Ensure that all family and staff information is kept confidential
  • Participate in team meetings, case conferences, trainings, and appropriate professional development activities designed to promote collaboration.
  • Develop and maintain cooperative relationships with community agencies and staff
  • Document home visits, prepare and distribute follow-up materials containing information requested by the family in a timely manner.
  • Document all significant contacts with families, EHS-FCC providers, staff and program consultants
  • Maintain child’s file to keep information for emergency contact, health, immunization, family partnership agreement, family profile, and follow-up plans current
  • Document all activities related to health care follow-up as required
  • Maintain confidentiality of family information as required by law and agency and Head Start policy
  • Work collaboratively with EHS Enrollment Staff and Wu Yee Family Centre to assure smooth orientation and transition of families into the EHS-FCC program.
  • Assist parents in planning for transition of their children into, within, and out of the program.
  • Make regular home visits to Head Start families to accomplish the following goals:
  • Assist family strengths and needs and provide recommendations and referral for relevant community resources.
  • Provide parents with information and assistance in utilizing services in the community
  • Develop family partnerships and set goals. Monitor progress and follow-up throughout the length of program services on all referrals.
  • Maintain at least monthly contact with parents via home visits, phone, group activity, or site visits to promote partnership and provide for regular communication.
  • Provide information relative to Head Start health and nutrition requirements
  • Support families in completing physical, dental, developmental, and nutrition screenings, as well as, immunization requirements
  • Provide crisis intervention as needed
  • Plan and facilitate parent orientations to the program
  • Coordinate parent meetings assisting parents to take the leadership role
  • Review each child’s goals in partnership with providers and parents to develop comprehensive individual learning plan
  • Assist providers in developing and utilizing age appropriate teaching methods and materials for use in the family child care home
  • Coordinate EHS-FCC provider network trainings
  • Evaluate self and the Head Start program in order to improve program performance
  • Submit well-baby check/physician report, CSIR, nutrition questionnaire, and change of status documents to central office immediately after the information has been provided
  • Conduct all required developmental screening and assessment of children in accordance with HS performance standards (30, 45, 90 day timelines)
  • Assist families with translation and interpretation needs within the program
  • Participate in staff meetings, trainings and retreats as required
  • Secure all necessary permits, licenses, credentials, health screenings, and/or training as required on a timely basis
  • Participate in the organization’s strategic planning process
  • Participate in orienting new staff as needed
  • Assist in fundraising activities as needed
  • Follow all regulatory, statutory and contractual requirements applicable to the operations of the program
  • Maintain a professional attitude, working cooperatively with other staff, parents and members of the community
  • Report suspected child abuse as needed


  • Bilingual and Bi-literate in Spanish /English required
  • Two years of experience working in Early Head Start / Head Start or Child Development field
  • Experience working with families and providers in meeting federal, and local eligibility requirements for childcare programs
  • Flexible schedule to accommodate family needs, including some evening or weekend hours
  • Knowledge of child care issues and child care delivery system in San Francisco including community resources for children and families
  • Good verbal and written communication skills
  • Knowledge of community resources for children and families
  • Experience working with limited English speakers and diverse populations
  • Proficient with MS Office Suite, strong Excel and database experience



  • Bachelor’s degree in Social Work, Child Development, Education, or related field
  • Minimum Two years’ experience working in Early Head Start/ Head Start Program or Child Development field
