POSITION SUMMARY:

 

To support, maintain, monitor, and enhance the following central administrative functions for the program: eligibility, recruitment, selection, enrollment, and attendance (ERSEA), record-keeping and reporting, and monitoring in order to ensure that all CDE and Head Start performance standards and regulations are fulfilled. 

 

PRIMARY RESPONSIBILITIES INCLUDE:

 

  • Assist to maintain, and manage systems to track eligibility, recruitment, selection, enrollment and attendance of children to comply with federal, state, and city program regulations.
  • Support the coordination, recruitment and enrollment efforts for the program in receiving city, state and federal funds
  • Monitor and maintain current knowledge base regarding ERSEA regulations, CDD contract requirements, maintain document files regarding new or changed regulations, and communicate changes to enrollment and other appropriate staff.
  • Support the manager to ensure timely enrollment of families for subsidized childcare programs; and monitor all enrollment activity to ensure conformity with all legal, regulatory requirements and best practices.
  • Support the manager to maintain an updated record-keeping system to collect documentation for state and federal contract monitoring purposes.
  • Review and approve all CDE and Head Start applications
  • Participate in recruitment outreach events such as community fairs, health fairs, internal and external meetings, and other community and school-based events to lead program recruitment efforts
  • Creates and provides trainings and technical assistance to staff to ensure that they have the knowledge to fully implement high quality enrollment practices and recertification of documents.
  • Work closely with Family Advocates, Family Child Care specialist, and Home Visitors to identify and fill enrollment gaps at sites or programs throughout the program year when vacancies occur
  • Assist staff and families on issues concerning certification and recertification – gathering appropriate income verification and ensuring ongoing eligibility in Child Development Program
  • Monitors and conducts file reviews
  • Monitor the application process so that staff and families are fully informed of program services and options and that all documentation needed to enroll are complete and accurate.
  • Identify barriers to meeting performance standards requirements and develop appropriate solutions.
  • Evaluate program data to determine accuracy and efficacy of programs, needs, and trends.
  • Enhance systems that support program needs and functions, including the development of policies, procedures, forms, outreach material and other documents as needed.
  • Other duties as assigned. 

 

KNOWLEDGE/SKILLS/EXPERIENCE REQUIRED:

 

  • Bilingual fluency in Chinese/English or Spanish/English must be able to read and write fluency
  • Excellent customer service skills
  • Detail oriented, analytical, ability to multi-task
  • Proactive, action-oriented with strong time management skills
  • Demonstrated ability to work effectively with diverse groups of families
  • Proficient with MS Office Suite, strong excel and database experience
  • Self-motivated and able to work both independently and in a team setting
  • Ability to work some weekends and evenings
  • Occasional lifting up to 50 pounds 

EDUCATION REQUIRED:

  

  • Bachelor’s degree required, preferably in Social Services, Child Development or Business Administration.
  • Early Childhood Education units a plus, not required
  • Experience working in non-profit environment a plus
