Family Services Supervisor

The Family Services and Home Based Option Supervisor manages the Family Services staff and the Home Based Option Program staff while promoting the engagement of families enrolled in the Early Head Start program. The Family Services and Home Based Option Supervisor supports and provides direction to the Early Head Start (EHS) Family Services staff as they provide activities and services that support parents as the primary nurturer and teacher of their child in order to promote and sustain their developmental and academic success. The primary focus of the Family Services and Home Based Option Supervisor is to implement the Parent, Family and Community Engagement (PFCE) framework into the program and to successfully implement changes in the newly released Early Head Start Performance Standards.
Example of Duties and Responsibilities:
- Supervise staff as they provide activities/strategies that promote and enhance the parent-child relationship.
- Supervise staff as they provide activities/strategies that engage parents in discussions about their child's emotional and cognitive development, and activities that provide parents with information and opportunities to learn about concrete things they can do to promote their child's learning and development.
- Supervise staff as they provide activities/strategies that encourage parents' involvement in their child’s early education delivered by family child care providers in the context of family child care. This includes helping parents expect and recognize "quality early education," helping parents understand the need for stability of in the learning environment for infant and toddler brain development, and helping them in learning how to advocate for quality education for their child.
- Assist staff in the implementation of a Scientific Research Based Parent Education Curriculum.
- Family Engagement Programming - Leads and coordinates the program activities to engage families of infants and toddlers enrolled in 4C Council’s Early Head Start program(s).
- Supports the development of the parent-child relationship as children grow and develop from infants to age 3 and beyond
- Develops strategies with families that help them appreciate and contribute to the educational activities of 4C Council’s Early Head Start program(s) and successfully use their own voices to advocate on behalf of their children and themselves.
- Promotes parents' overall participation in program governance.
- Supports Family Services staff in the use of child screening, assessment and progress data to inform the development of goals in the Family Partnership Agreement.
- Collaborates with the EHS Nurse-(Health, Safety and Disabilities) to facilitate completion of IFSPs and special education eligibility, planning and implementation processes when warranted.
- Works with the EHS Nurse in support of families with Head Start health requirements
- Ensures all Head Start performance standards, state and local licensing requirements, 4C Council internal policies and procedures, and other funder requirements related to or impacting Early Head Start services are met.
- Monitors and ensures Family Partnership Agreements, PFCE Framework, and other required documentation for children and families are completed and submitted on a timely basis.
- Leads family support team in developing plans and implementation of all recruitment efforts of program participants and maintains full program enrollment.
- Coordinates Early Head Start Policy Council Meetings, assures a quorum will be present, and creates the agenda, assuring all items needing PC approval are complied with, in the newly revised HSPS.
- Maintains Policy Council records, as well as assuring the “Shared Governance” protocols are followed.
- Establishes Family Services staff schedules, including approval of time off requests.
- Monitor staff activities, productivity, workload schedule, assignment, delegation, and complete staff performance evaluations.
- Evaluate performance, ongoing development and training of department staff on program requirements, policies and professional customer services to clients.
- Must be able to coach, mentor and discipline staff and successfully enforce company policies and procedures.
- Maintains full knowledge of department guidelines; learn and apply all functions of the department.
- Attends all required meetings and trainings, including supervisory trainings.
- Promotes and protects the full interest of the organization and its services.
- Must be able to work extended hours to meet agency and family needs
- Maintain full confidentiality of information of clients and all agency matters
- Works collaboratively as a team with other supervisors and management in all areas of the department, including in the absence of the Program Manager.
- Ability to remain abreast of developments in the fields of family studies and child development.
- Communicate in a respectful manner and cooperate with diverse families, various professionals and community group.
- Assist with the Early Head Start program Self-Assessment.
- Additional duties may be assigned as required.
Education and/or Experience:
- Bachelor’s degree in Social Work, Family Services, Child Development, or related field.
- Five (5) years of experience in providing direct family services/child development supervision.
- Minimum of three (3) years of experience working with families and children of diverse populations.
- Minimum of one (1) year of experience in an Early Childhood setting.
- Minimum of one (1) year of demonstrated supervisory experience reflecting progressive responsibilities in hiring, firing, training, performance appraisal, conflict resolution, and disciplinary counseling.
- Intermediate knowledge of computer applications and the ability to learn and master computer technology/software programs as needed.
- Knowledge of the methodology and tools of program review and evaluation.
License or Other Requirements:
- Must possess a valid California driver’s license, use an insured personal or company car, and possess a clear driving record.
- Must be able to travel, locally and nationally.
- Required to travel to Santa Clara County areas to facilitate assignments to center/classroom sites, meetings and other off-site destinations.
- Must be willing to work beyond the usual work week to accomplish the job.
- First Aid Certification.
- Must pass criminal background check.
- Must have up to date physical and tuberculosis screening results.
- On-going professional development through education, role modeling, mentoring, and training.
- English Proficiency is required.
- Bilingual is a plus.
