Program Specialist

Paragon Management - Office of Head Start Region X, WA

We are looking for several Head Start Program Specialists for Head Start Customer Service Improvement and Mgt. Information Project for the Office of Head Start Office located at 701 Fifth Ave., Suite 1600, Rm 1510, Seattle, WA 98104. Work day will be eight (8) hours within the time band of 6:30 AM to 6:00 PM Monday through Friday with the core hours between 9:30am – 3:30 pm. The project will consist of a Project Manager, Grant Support and Program Specialists.

The purpose of this project is to provide professional, technical and administrative support for grantees through high quality grants management and programmatic services to support the Office of Head Start and Office of Grants Management staff in Region 10 in administering grants to 89 Head Start grantees in the region’s four states: Alaska, Idaho, Oregon and Washington.

Required Qualifications/Experience

  • A minimum of a BA or BS degree from an accredited university or college, with a preference for a degree in Early Childhood Education, or a degree related to Head Start Program Design and Management;
  • Demonstrated knowledge and experience with Early Childhood programs, with a preference for Head Start/Early Head Start programs;
  • Demonstrated knowledge and experience with the administration of discretionary grants is preferred;
  • Demonstrated ability to analyze, aggregate, and present data gathered from multiple sources; and
  • Demonstrated ability to communicate clearly, both orally and in writing.
  • Expertise in computer software applications including Microsoft Word, Windows, Excel, PowerPoint, and ACCESS.
  • Experience and capacity to operate Federal web-based systems such as the ACF’s GrantSolutions, HSES (Head Start Enterprise System including application process and application analysis tool); OHS Aligned Monitoring System, Head Start Funds Planning System (HSFPS), Audit Resolution and Tracking Management System (ARTMS), and Payment Management System (PMS).
