Under the supervision of the EHS Coordinator the EHS Child Development Specialist designs, organizes, delivers and evaluates high quality services to Family Child Care Home (FCCH) programs serving children birth-kindergarten age. Provides training, coaching and professional development to family home providers to increase their capacity and strengthen practices that enhance the healthy growth and development of young children. The EHS Child Development Specialist is responsible for monitoring the Family Child Care Providers in their role as the primary educator of the children they service in the FCCH program. The EHS Child Development Specialist is responsible to ensure all comprehensive Head Start Services are integrated with the FCCH and approaches the families' needs holistically ensuring full integration of health, nutrition, mental health, disabilities, parent involvement and social services that reflect and respond to their unique culture, roles, values and beliefs.
- Responsible for providing Early Head Start services to children in a FCCH setting.
- Responsible for all documentation related to providing services in the areas of education, family services, disabilities, mental health, nutrition, and health.
- Responsible to collaboratively work with family child care providers to ensure the FCCH meets all Head Start Performance Standards, State Regulations, Community Child Care Licensee Regulations and Requirements for Family Child Care Homes (Title 22).
- Responsible for the enrollment of eligible children, including those with disabilities into Head Start program.
- Provides direct services to children as needed in the FCCH.
- Works with each family to ensure that child(ren) meets all the State Well Child Standards.
- Works in collaboration with the FCCH Providers for the completions of Head Start documentation, reports, tracking, and services.
- Supports Head Start families in making choices and decisions that will improve the conditions and quality of life for all family members.
- Engages each family in a goal setting process leading to a family partnership agreement and provides for collaborative planning.
- Collects and disseminates information and materials regarding local services available to families.
- Establishes and maintains direct communication channels between the family, FCCH provider, coordinators, managers, and all members of the Early Head Start team.
- Participates on the multi-disciplinary team for case management approach to holistic service provisions.
- Establishes trusting and culturally responsive relationships with Family Child Care Providers and works with families to engage them in a family goal setting process including family partnerships supported by resources that meet their diverse needs including health, nutrition, mental health, social services as well as job preparedness, crisis intervention, family support services and other special needs.
- Maintains confidentiality and trusting relationships that are culturally responsive.
- Responsible for the completion of each child’s ongoing assessment including the completion of child portfolios, DRDP-2015, Individual Developmental Plan, ASQ-3 and ASQ-SE.
- Responsible to conduct 2 home visits and 2 parent conferences with each family.
- Responsible for the collection of non-federal share documentation.
- Responsible for the submission of monthly attendance documentation.
- Maintains child records, notes, and information adhering to confidentiality policies.
- Responsible to complete a site visit to each assigned FCCH Provider every week and complete the Site Visit Report accurately
- Provide coaching to each assigned FCC Providers on a weekly basis and complete a coaching report accurately
- Research and prepare recommendations on instructional materials, teaching methods, and related equipment for the purpose of providing high quality services to children including children with disabilities.
- Collect child Individual Education Plan (IEP) or Individualized Family Services Plan (IFSP) and work together with Education Coordinator to provide assistance to the FCC Provider to follow the IEP or IFSP.
- Works with a team to plan and implement a comprehensive child development program that meets the Head Start definition of curriculum in all program options and settings.
- Inspects Family Child Care Homes for health, safety, fire, and occupancy violation for the purpose of recommending necessary corrective action to assure environmental health and safety.
- Communicates effectively with others including giving and receiving feedback on the quality of services.
- Follow-up regularly to ensure that referrals and resources meet the expectations and needs of the family.
- Provides leadership and support to Family Child Care Providers in implementing research based teaching strategies in early literacy. Enhance Head Start's capacity to deliver a quality early literacy program to all enrolled children.
- Any other assignment as requested by supervisor.
- Knowledge of community resources and links families through referrals with services that meet their unique circumstances.
- Knowledge of Community Care Licensing Regulations and best practices related to education and early childhood development and family involvement.
- Knowledge of Community Care Licensing and California Child Care requirements.
- Knowledge of administrative basics.
- Knowledge of adult learning principles and leadership competencies.
- Ability to communicate, both oral and written, to individuals with diverse backgrounds.
- Ability to speak, read and write English well enough to understand and be understood by others; bilingual skills are helpful.
- Ability to speak before small groups of individuals.

- Excellent computer skills preferred.
- Experience working with social services or related community activities preferred.

- Under the supervision of the EHS Coordinator this position must implement and follow Child Care Licensing Regulations, State Child Development program requirements and Head Start Performance Standards and best practices related to early childhood education and assigned program area.
- Must monitor and maintain documentation, data and files and ensures utmost confidentiality of information. Includes program file requirements, training documents, and tracking.
Individual performance can have considerable impact on the agency’s overall ability to implement programming that would result in continuous funding for the Head Start program.
Bachelor’s Degree in Child Development, Early Childhood Education, or a related field.
- Two or more years’ experience working with families in a supporting and empowering environment with knowledge of working with children from 0 to 36 months.
- One (1) or more years of experience in a child development center or family child care home.
Individual must be able to travel from location to location without difficulties. While performing the duties of this job, the employee is regularly required to sit; talk or hear; use hands to finger, handle or feel; reach with hands and arms. The employee is frequently required to stoop, kneel, crouch, or crawl. The employee is frequently required to walk. The employee must occasionally lift and/or move up to 45 pounds. Some exposure to communicable diseases is possible when working in office or classroom environment. Evenings and weekends may be required.
Must possess a valid California driver's license, have use of a motor vehicle and provide evidence of automobile liability insurance. Must meet State health requirements including passing a physical examination as a condition of employment, and must provide verification of a TB clearance at the time of employment. Mandatory CPR and Basic First Aid certificate, which employee is responsible to maintain for the duration of their employment with Head Start.
Fingerprints must be on file with the Department of Justice. Official transcripts of educational attainment are required before interview is granted.
