Manager - Early Learning Services/Planning and Support

The Early Learning Services Division is now accepting applications for Manager - Early Learning Services/Planning and Support.

Under the direction of the Director III - Early Learning Services, plans, organizes and directs planning and support service areas for the Early Learning Services Department, including clerical, contract management, health, nutrition and family services; manages and supports the activities of the department's design team to assure quality services to children and families; plans and oversees annual program planning projects, grant development and self-assessment activities; supervises and evaluates the performance of assigned personnel.

The Ideal Candidate

  • Will be able to determine program priorities, taking federal and local requirements and community needs into account.
  • Will be able to work with multiple school districts, non -profit agencies, and State and federal entities that regulate and/or fund early education.
  • Will have the ability to balance the needs of external agencies and internal agency staff to achieve positive outcomes.
  • Is experienced in contract negotiation, writing memorandums of understanding, and negotiating leases with agencies, individuals and contractors.
  • Has the ability to stay up-to-date on mandated health, nutrition and family services requirements and to institute change as needed.
  • Has knowledge of construction codes and ADA requirements for childcare facilities.
  • Is knowledgeable about HIPPA and FERPA regulations as they relate to the confidentiality and retention of records.
  • Will be able to analyze data in order to propose strategies and determine the direction of the program.
  • Will be able to study and update cost allocation plans to improve economies of scale for State and federal funding.
  • Has the ability to ability to assist is the development of the Head Start/Early Head Start grant.
  • Will be able to work with internal and external parties to determine the scope and timeline for necessary facilities projects.
  • Will be able to support CACFP mandates and reporting requirements.


This position is full-time, and has a work year of 12 months, 261 days, 8 hours per day.
