The City of Oakland is currently recruiting to fill several Head Start Instructor vacancies (in either/or Center-based and Home-based settings) within the Human Services Department. The Head Start Instructor instructs children enrolled in the Head Start Program/State Preschool Program; instructs parents on early childhood development concepts; assists in developmental assessments; organizes and sets up education and play materials for classroom and/or makes home visits; and performs related duties as assigned.

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
Bachelor's or advanced degree in Early Childhood Education or related field including twelve (12) post-secondary semester units or equivalent quarter units in early childhood education or child development, plus three (3) units supervised field experience in ECE/CD setting completed at an accredited or approved college or university;
AND hold, or qualify for, a Master Teacher Child Development Permit (or higher level permit) issued by the State of California.
Six months of full-time work experience or one year of part-time experience in a licensed child care center or comparable group child care program.
Copy of college transcript is required and must be attached. A State of California Child Development Permit at Master Teacher level or higher (or proof of application) is also required. The Selection Process
Stage I: The first stage in the selection process will consist of a review of each applicant employment application, copy of teacher's permit at Master Teacher Level, and supplemental questionnaire for minimum qualifications (weighted pass/fail). Be sure to scan and attach a copy of your teacher's permit at Master Teacher level to your on-line application. Applications submitted without all required materials will not be given further consideration.
Stage II: The second stage will consist of subject matter experts evaluating and rating the completed supplemental questionnaires. Applicant responses to the supplemental questions must demonstrate the knowledge, skills and abilities listed in the qualifications section of this announcement. The evaluation of supplemental questions may be weighted 100% of an applicant score (before residency and/or veteran points) and may determine rank on the eligible list. If a sufficient number of quality application packets are received, the supplemental screening may be followed by a third stage and the most qualified applicants will be invited to the next stage. Meeting the minimum qualifications does not guarantee advancement to Stage III.
Stage III: The third stage may consist of a written or oral examination that may be preceded by a brief assessment exercise (weighted 100%) and that will test the knowledge, skills and abilities listed in the qualifications section.
The ranked eligible list may be developed directly from the supplemental screening OR the results of Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration.
Applicants are required to submit criminal history information upon request after receiving a conditional offer of employment. If the requested information is not furnished in a timely manner, applicants will not qualify for further consideration and will be removed from the eligible list.
The City of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.
