Family Child Care Quality Network Consultant

The Consultant serves as an adviser and coach for 25 providers in the Family Child Care Quality Network. Consultant supports providers in the delivery of the San Francisco Quality Rating Improvement System (SFQRIS) including identifying goals and specific outcomes for their program, coordinating training, technical assistance and peer support to meet individual objectives and participation in ongoing program evaluation.



  • Provide consultation, technical assistance and coaching for FCC providers within the Quality Network.
  • Assist providers in the development and/or improvement of their child care program business plan, web-based profile, monitoring and documentation of work.
  • Support providers in the development of written mission and vision statements, program policies, procedures and parent handbook that reflect their unique approach to child care.
  • Collaborate with providers in the development and implementation of quality improvement plans for their environment, program structure, parent engagement practices and individualization of curriculum to meet the needs of children including those with special needs.
  • Collaborate with the department management team to coordinate referrals, trainings, and technical assistance required to achieve the quality improvement outcomes of each provider.
  • Under the guidance of the program manager and in collaboration with the citywide assessment and rating teams, assists providers in understanding and navigating the SF QRIS including the standardized tools.
  • Provide consultation and coordinate training with FCC providers on curriculum implementation including individualization, conducting systematic observation, developmental screening and periodic assessment of children’s growth and development.
  • Maintain provider files, track and document individual progress in the SF QRIS database and prepare required reports.
  • Conduct site visits during hours of service and after hours to provide training and technical assistance in the implementation of FCC provider’s quality improvement plan.
  • Conduct joined site visits in collaboration with internal programs and community partners as needed to support providers.
  • Work with the FCCQN Coordinator(s) to identify training and resources to improve the quality of services


  • Bilingual English/Cantonese or English/Spanish required
  • Knowledge of early childhood education and inclusion
  • Knowledge of Community Care Licensing regulations and requirements
  • Familiarity with assessment tools, such as FCCERS, CLASS, DRDP, and ASQ
  • Experience in supporting family child care providers or classroom experience with children 0-5 years of age including mixed age grouping
  • Know the varying supports for providers including lending libraries, family resource centers, child care food program and other community supports
  • Experience working with limited English speakers and diverse populations
  • Demonstrated sensitivity to the need, and understanding of the diverse socioeconomic, cultural and ethnic backgrounds of parents and childcare providers in San Francisco
  • Computer skills: Microsoft Word, EXCEL or other database programs a plus
  • Ability to bend and lift 50 pounds
  • Ability to work on some evenings and weekends, including significant travel within diverse neighborhoods in SanFrancisco


  • BA/BS Degree and 2 years of experience in Child Development or an AA Degree and 3 years of experience in the early care and education or related field serving children birth to 5 years and their families
  • Possession of 12 ECE units and/or Child Development Permit, 24 ECE units preferred
