ECE PROGRAMS ASSISTANT DIRECTOR OF CHILD & FAMILY SUPPORT SERVICES

SUPERVISORY RESPONSIBILITIES: DIRECTS THE WORK OF DIRECT SERVICE, SUPPORT AND SUPERVISORY PERSONNEL

GENERAL POSITION SUMMARY:
Oversees, supervises and monitors all activities of the Child & Family Services/Training & Technical Assistance unit to support quality services to children and families. Supports the oversight of Head Start Program operations throughout service area ensuring implementation of high-quality services to children and families. Follows all Head Start Performance Standards, Agency and Program policies and procedures and other applicable Federal and State regulations to
successfully accomplish Agency and Program goals and objectives.
ESSENTIAL JOB RESPONSIBILITIES:
PERFORMANCE INDICATORS
Administrative Responsibilities (45%)
- Ensures program compliance with all applicable laws and regulations related to areas of responsibility described above including compliance with timelines in the provision of services.
- As a key management team member regularly participates and contributes in program planning and decision making. Communicates regularly with the Early Childhood Education Programs Director and with other program and agency staff regarding the needs of children, families and employees to ensure quality services.
- Oversees the development of budgets for assigned areas and has primary responsibility for monitoring their appropriate implementation
- Oversees, supervises, directs, and coordinates Head Start operations throughout the service area ensuring that all program goals and objectives are met.
- Develops public relations and community resources that promote the Agency/Program as a valuable service organization and resource at the local, state and national levels.
- Participates fully and works cooperatively as a team member; addresses complaints and works tore solve problems effectively and efficiently.
- Enforces the Agency Safety program.
- Other duties as assigned within the scope of position classification.
Child and Family Support Services (35%)
- Oversees development and maintenance of systems ensuring quality services to children and families including responsibility for program plans, annual T & TA plan and all other policies, procedures, training and monitoring related to unit responsibilities.
- Ensures the provision of adequate training and support program wide in the implementation of program plans, policies and procedures including as necessary and appropriate for securing services from consultants and/or the development of formal agreements with community resources/organizations.
- Maintains confidentiality with respect to information and records concerning children, families and staff.

Supervisory Responsibilities (20%)
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Supervises, directs, and coordinates the work of the unit staff ensuring that all goals and objectives are met.
- Other duties as assigned within the scope of position classification.
SECONDARY FUNCTIONS:
- Attends management and mid management level meetings as assigned.
- Supports Direct Service level supervisors as assigned.
- Supports Administration and the Human Resource department with staff relations and performance.

MINIMUM REQUIREMENTS:
- A BA/BS or higher degree in Early Childhood Education, Human Development, Social Services, Public Administration or related field; Masters’ Degree preferred.
- 8 or more years of experience working in the field of child development, education, social services or health; previous experience working with low- income families.
- 4 or more years of supervisory and administrative experience.
- Previous experience working with low-income families with children 0-5 years and/or migrant families preferred.
- Previous experience working in non-profit organizations and/or in multi-site programs with large geographic service area.
- Bilingual, bi-literate, English/Spanish, English/Punjabi, English/Hmong, and/or other language ability based on program needs preferred.
- State regulations require a physical examination, current tuberculosis test, and verified fingerprint and criminal records clearance before beginning work.
- Possession of a valid drivers' license; current personal vehicle insurance, or safe driving record sufficient to ensure insurability through Agency policy.
- May be required to use personal vehicle in successful completion of job duties and responsibilities.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to read, analyze, and interpret general periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from groups of parents, employees of the organization, and the general public.
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
- Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
- Ability to understand and use a variety of computer applications and appropriate software, spreadsheets and word processing, such as Microsoft Office and workplace electronic technology, including internet access, networking, and e-mail.
- Advanced personal computer skills including ability to design and develop databases; create computerized presentation/training materials; and use advanced graphics design applications is desired.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
IMMUNIZATIONS REQUIRED. Must be current on Measles, Pertussis, and Influenza immunizations per Senate Bill 792 in the State of California. Current proof of shots must be provided before hire.
