GENERAL POSITION SUMMARY:
Under the general direction and supervision of the Head Start Programs Assistant Director, oversees program activities related to Family Services and EducationFollows all Head Start Performance Standards, Agency and Program policies, procedures and other applicable Federal and State regulations to successfully accomplish Agency and Program goals and objectives.
 
ESSENTIAL JOB RESPONSIBILITIES:
PERFORMANCE INDICATORS
 
Integrated Technical Support and Services ( 70%)
  • Communicates and works cooperatively with managers and other coordinators to ensure successful integration of areas of services including health, ERSEA, nutrition, mental health, special needs, etc.
  • Ensures program compliance with all applicable laws and regulations on areas of responsibility described above and updates and develops plans, systems, policies and procedures and forms that support program services in the identified areas.
  • Prepares program data and program progress reports.
  • Coordinates, oversees, and participates in the ongoing development and implementation of curriculum that promotes school readiness, second language learning and is used to fidelity.
  • Coordinates, oversees, and participates in a screening and assessment process that promotes, school readiness, early intervention and prevention, second language learning and is used to fidelity.
  • Coordinates and oversees the system that ensures a smooth transition from infant to toddler, toddler to pre-school and pre-school to Kinder.
  • Works collaboratively with Child Development Manager to Collect and Analyze child and family data and develops reports to share information, determine trends, measure progress, and identify areas for ongoing Professional Development.
  • Works with Education and Special Needs Coordinators to collect PIR data to report for children with disabilities
  • Develops MOU’s with all SELPA’s and Regional Centers with input from the Mental Health Manger to ensure the diagnosis and ongoing and timely support for children with Special Needs
  • Participates in IEP and Student Study Team meetings
  • Coordinates, oversees and participates in ongoing development and implementation of Family Services, including support and monitoring of the work of the Family Advocates.
  • Provides coaching with the use of the PFCE Framework and Relationship Based Competencies.
  • Updates and develops plans, systems, policies and procedures and forms that support program services in parent/family engagement.
  • Provides oversite of Parent Center Committee (PCC) meetings by supporting Managers, Center Directors and Parent Involvement Specialist in the implementation of PCC meetings, including Family Fun Nights, Community and staff presentations, and the parent curriculum.
  • Provides updated PCC reports to Program Support Manager
  • Coordination and support for parent and classroom In Kind through on boarding of and communication through Learning Genie.
  • Managing and coordination of the parent volunteer policies and procedures.
  • Implement and oversite of the Father Engagement Initiative. (Male Engagement Network) by working with our fathers and/or males that are involved in a child’s life to gain leadership skills as well as to identify and bring new opportunities for males to be involved in their child’s education.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws; not limited to training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Maintains confidentiality with respect to information and records concerning children, families and staff.
  • Ensures program compliance with all applicable laws and regulations on areas of responsibility described above and updates plans, systems, policies and procedures and forms that support program services in the identified areas.
  • Ensures all Agency Safety Program efforts are enforced.
  • Other duties as assigned within the scope of position classification.
Committees/Planning ( 30%)
  • Develops relationships with and participates in community meetings that support school readiness, parent engagement and community involvement.
  • Develops public relations and community resources that promote the Agency/Program as a valuable service organization and resource at the local, state, and national levels.
  • As a key Leadership Team member regularly participates and contributes in program planning and decision making.
  • Oversees the development of budgets for assigned areas and has primary responsibility for monitoring their appropriate implementation.
  • Provides training and assistance to staff at both pre-service and throughout the year.
  • Other duties as assigned within the scope of position classification.
MINIMUM REQUIREMENTS;
 
  • BA or higher degree in Social Welfare, Sociology, Human Development, Early Childhood Education, or related field. Three or more years of experience working with children and families in an education, health or social services setting.
  • Bilingual, bi-literate, English/Spanish, English/Punjabi, English/Hmong, and/or other language ability based on program needs preferred.
  • State regulations require a physical examination, current tuberculosis test, vaccination for MMR and Pertussis, and verified fingerprint and criminal records clearance before beginning work. An influenza vaccine or waiver required annually.
  • Possession of a valid drivers' license; current personal vehicle insurance, and a safe driving record.
  • Ability to operate and drive in a vehicle for up to 3 hours.
KNOWLEDGE, SKILLS, AND ABILITIES:
  •  Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of parents, employees of the organization, and the general public.
  • Ability to understand and use a variety of computer applications and appropriate software which includes spreadsheets and word processing, workplace electronic technology, including Internet access, networking, and e-mail. Knowledge of Word, Outlook and ability to learn Child Plus (child tracking software) and Paycom (Human Resources Management System).
  • Proficient in developing and manipulating data reports in formats such as excel and Word.
  • Maintains CLASS reliability.
  • Must become proficient in the Environmental Rating Systems (ERS)
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
**IMMUNIZATIONS REQUIRED. Must be current on Measles, Pertussis, and Influenza immunizations per Senate Bill 792 in the State of California. Current proof of shots must be provided before hire.
