GENERAL DESCRIPTION:

Under the supervision of the Director-Early Education and Family Services or Designee, the Program Quality Specialist is responsible for monitoring the quality improvement system to ensure that the Early Childhood Development programs are following the local, state and federal guidelines. Create and analyze reports to identify needs and support program planning.

ESSENTIAL FUNCTIONS:

  1. Monitor the functions for processes and systems of State and Head Start programs including compliance with local, state regulations, the Title 22 licensing, HS Performance Standards, accreditations, certification, and licensing requirements as assigned.
  2. Create user accounts, re-setting passwords, exporting and importing data across multiple databases.
  3. Provide guidance to administration regarding the improvement or enhancement of the requirements, processes and systems for the program.
  4. Coordinate and report on the Health and Safety monitoring process of Child Development programs.
  5. Review files, facilities, documents, classrooms, and processes for compliance with contract and agency requirements.
  6. Run and analyze reports to identify needs and support program planning.
  7. Assist management in implementing quality improvement initiatives and actions to ensure compliance with program requirements.
  8. Monitor and ensure the accuracy of program data to be used in the agency-wide Program Information Report (PIR).
  9. Complete site visit checklists for safety, program compliance, and implementation of quality improvements.
  10. Maintain a thorough knowledge and understanding of all aspects of the Title 22 licensing, State, Head Start Program Performance Standards-related regulations.
  11. Meet with community partners, clients and staff to assist in the monitoring needs to ensure the quality of State/Head Start programs.

QUALIFICATIONS:

Education: BA in business, mathematics, or an equivalent combination of education and work experience in an area related to Child Development or Human Services.

Experience: Must have a minimum of two (2) years’ experience conducting quality assurance and compliance activities, experience with client management information systems administration, exporting and importing data across multiple databases, generating and analyzing reports. Proficient in Office 365 Applications, Power BI, MS-Excel.   

OTHER/SPECIAL: Bilingual English/Spanish required. Ability to pass a physical examination and tuberculin skin test. Meet the State of California immunization requirement for employees of day care centers, immunization proof against influenza, pertussis and measles.  Fingerprint clearance and criminal record check required.  Possess a valid California driver’s license in good standing, valid auto insurance, reliable transportation and ability to drive to different locations within ECS’s service area (mostly South Bay San Diego County).
