Description

Under the supervision of the family engagement coordinator, the Head Start program eligibility specialist shall be responsible to:

1. Assist with activities to carry out the goals, policies, and activities designed to implement program objectives, Head Start Program Performance Standards, funding sources, and applicable regulations.

2. Implement eligibility, recruitment, selection, enrollment and attendance (ERSEA) policies and procedures for the Head Start program.

3. Coordinate recruitment activities which include door-to-door, agency and community outreach, and distribution of materials as assigned.

4. Interview clients face to face to assist with filling out applications, obtain required information, process applications, and verify information.

5. Schedule and participate, if needed, in evening and weekend parent contacts to accommodate parents work schedules.

6. Assist with inputting child and family information into computerized record keeping system; monitor, review, and verify data entry as needed.

7. Assist families in filling out applications and gathering required documents and completing forms, as needed.

8. Maintain appropriate record keeping systems, reports, and other required documents for program compliance, reviews and audits.

9. Generate ERSEA reports monthly or as needed.

10. Maintain current community resource files. Visit community agencies which can assist Head Start families and establish and maintain good working relationships

11. Assist with recruitment activities where needed.

12. Other duties as assigned.

 

 

EMPLOYMENT STANDARDS

Required Education and Experience:

· High school graduate or equivalent.

· Minimum of three (3) years’ recent paid experience in a position providing family social services, which includes interviewing clients, caseload management, and extensive public contact.

 

Preferred Criteria: Minimum of an associate degree in related field or completed college coursework in a secretarial science.

 

Knowledge and Abilities: Fluent bilingual skills (English/Spanish) required. Typing skills of at least 40 corrected words per minute. 10-key by touch preferred. Knowledge of Windows environment and applications such as Word and Excel. Knowledge of computer information management systems. Ability to work with minimum supervision. Ability to effectively follow written and verbal instruction. Ability to communicate effectively orally and in writing. Ability to establish good rapport with staff, outside agencies, and the general public. Ability to effectively generate accurate reports and other documents as requested. Ability to maintain strict confidentiality.

 

Physical Ability: Ability to effectively use hands and fingers in the use of computer keyboard and other office machines. Ability to effectively see computer screens and read data. Ability to sit at workstation and enter a large volume of data for prolonged periods of time. Ability to safely drive own or company vehicle.

 

License or Other Requirements: Must have access to a dependable auto with appropriate insurance coverage and possess a current valid California driver’s license. Must submit to a job-pertinent, agency-paid pre-employment physical examination, negative tuberculosis test and criminal record background check. Employment is conditional pending satisfactory results of all required tests and background checks mentioned above. Periodic physical examinations and TB clearances will be required if hired.
