JOB SUMMARY:
The Head Start Child Development Finance Administrator is responsible for overseeing the day-to-day financial operations of the Head Start and Child Development Department. This role is crucial in advancing the department's capacity to provide high-quality early childhood education. The department's current overall budget may range from $15 million to $20 million. The position involves strategic collaboration with the Head Start Child Development Director to align revenues and expenses with the agency's and department's goals and objectives. This includes multi-year forecasting for program enrollment, classroom/office utilization, and staffing to support department operations. The position also ensures that financial operations comply with the terms and conditions set by funders, as well as the agency's internal policies and procedures as set forth by the Finance Department.
BENCHMARKS:
- All programs must have an internally approved budget within 30 days of the program year start, including a budget narrative detailing the plans for enrollment, classroom-use, staffing, training, capital improvements, and equipment.
- Programs must earn and expense within $40,000 or 3% of the approved internal budget, whichever is less.
- The department must meet the agency's growth target for grants/contracts earned revenue. The current agency growth target is to increase the earned grants/contracts revenue by 2.33% from the previous calendar year.
- The cost per identified unit of service must be maintained at or below an annual increase of 5%, with special consideration for funder-approved adjustments to enrollment.
- All program reviews by funders and auditors must not result in findings related to fiscal management.
- Program must not be placed in probationary status, lose contracts/grants, or be required to pay disallowed costs exceeding $3,299 due to fiscal management issues.
- Benchmarks are subject to change based on the agency's and department's goals and objectives.
DUTIES AND RESPONSIBILITIES:
- Oversee the day-to-day financial operations of Head Start and Child Development Department, in coordination with the agency's Finance Department's policies and procedures.
- Develop and modify annual program budgets in a timely manner.
- Analyze and track revenue and expenses to identify trends and projections.
- Supervise assigned staff.
- Meet the in-kind requirements, including timely and accurate reporting.
- Conducts periodic reviews to ensure compliance with eligibility files and records for the Child and Adult Care Food Program.
- Develop and monitoring earning projections for state contracts.
- Ensure compliance with contract terms related to allowable program costs.
- Contribute to the development and maintenance of department staffing plan, classroom/office operating, and enrollment plans.
- Develop multi-year revenue and expense forecasting models and formulate a strategic business plan based on these forecasts and the current/future status of funding sources.
- Submit required documentation for vendor payments, provider reimbursement, staff reimbursements, etc.
- Review and approve all financial transactions involving department funding.
- Generate financial data, compile comprehensive reports, analyze departmental trends, and evaluate the financial health of the department.
- Present monthly reports to the Head Start Policy Council, Finance Board Committee and Board of Directors.
- Participate in Executive Leadership meetings to identify strategies to achieve financial goals.
- Develop cost allocation plans and ensure correct reporting of staff allocations.
- Assist in on-going self-assessment of Head Start Child Development fiscal management.
- Assist in acquiring new funding streams by creating budgets and budget narratives.
- Complying with internal policies and develop written policies and procedures to ensure strong internal controls.
- Ensure compliance with Federal and State laws, policies, and accounting standards, including 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards), 45 CFR Part 75 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Health and Human Services Awards), California Department of Education Audit Guide, and California Department of Social Services Audit Guide.
- Monitor the timely completion of capital improvement projects and reflect the projects in program budgets.
- Support the Head Start Child Development Director to meet the department's annual earned revenue growth target.
- Maintain the cost per identified service unit at or below the identified benchmark.
- Submit requests to funders for budget modifications, equipment/capital purchases, and carry-over requests.
- Other duties as assigned.
EXPERIENCE/EDUCATION REQUIREMENTS:
- Bachelor's Degree in Business Administration, Public Administration, Accounting or a related field;
- Five years of supervisory, administrative and financial management experience
OTHER REQUIREMENTS:
- Travel and attend out of area meetings and conferences as required.
- Work variable hours and days, including those outside regular Monday through Friday, 8 a.m. to 5 p.m. business hours.
- Meet and maintain KCAO hiring requirements which include:
- Criminal Record Clearance including California DOJ, FBI and Child Abuse Centralized Index (CACI).
- Reliable, insured transportation and valid California Driver License.
- Motor Vehicle Report (MVR) acceptable to KCAO's vehicle insurer.
- Health examination with tuberculin clearance.
- AND contingent on employment candidate will be required to provide documentation of your Measles, and Pertussis immunizations.
- Influenza immunization highly preferred.
- Ability to be contacted outside of regularly scheduled work hours in case of emergency.
